Raylene is an executive with over 15 years of experience across the private and public sectors, scaling product and engineering teams and leading government initiatives in clean energy and technology modernization. As an Executive in Residence at Gigascale, she helps portfolio companies with product strategy, team scaling, and government strategy.
Before Gigascale, Raylene served in the Biden-Harris Administration, leading investment programs with a combined $27 billion budget to modernize federal systems and accelerate clean energy deployment. She was Chief of Staff for the Department of Energy's Office of Clean Energy Demonstrations and Executive Director of GSA's Technology Modernization Fund.
Prior to government service, Raylene co-founded and served as CEO of U.S. Digital Response, a nonprofit that has provided technical support to hundreds of state and local government partners. Before her civic work, she led the Product and Payments Engineering teams at Stripe and was an Engineering Director on Facebook's core product platform.
Raylene also advises and serves on the boards of several civic technology and climate nonprofits. She holds a BS and MS in Computer Science from Stanford University.
